Australia has complementary Freedom of Information laws which overlap in terms of transparency between the States & Territories of Australia & the Federal government. Usually it is a drawn-out exercise where often much will be blacked out or redacted, but sometimes people get lucky and find the 'smoking gun' under State or Federal FoI. Successive governments have found ways of delaying, but never fully dismissing such requests. One such tactic is to quote "Cabinet-In-Confidence", but even now this is being challenged. What your Dark Lord is doing would not be able to be done here, thankfully, even though our system can be subverted or partially avoided.
