Proves a point about thoughtful, logical infrastructure planning. Here in Melbourne, Australia, we had a Premier who instigated one of our biggest infrastructure programs ever. That's saying something for 224 years of Statehood. He began by removing train level-crossings, of which there were dozens. Why? To ensure traffic flow & get rail above the roadways. He then enlarged our Metro grid, extending this to the outer ring of suburbs, as well as completing our ring-road and upgrading major arterials. In other words, sequence was the key to not retro-fitting after the fact. Saved time, money and angst. Obviously Germany, in its headlong rush to promote "greenness", didn't do the due diligence. Surprising in many ways.
